The parts of a car price
The car itself is the Open Market Value (OMV), the price Singapore Customs assesses from its cost, insurance and freight. Everything else is stacked on top: excise duty at 20% of OMV, GST at 9% of the OMV plus excise, the Additional Registration Fee (ARF) tiered on OMV from 100% up to 320%, a VES surcharge or EV rebate path, a small registration fee, and the COE.
Because the ARF and COE dwarf the OMV on most cars, only a small slice of what you pay is the car. That is worth knowing before you compare a Singapore price to an overseas one, or before a dealer frames a discount as generous.
The good news: some of the ARF is not gone for good. It sets your PARF rebate, which LTA pays back when you deregister the car, though how much depends on the car's age, rebate cap and actual ARF paid after any EV rebates.
